What to sort out before you submit

If the business has employees

The DOPL employee path is a workers compensation insurance certificate with DOPL listed as certificate holder, plus the related employer registrations requested in the application.

If the business has no employees

The DOPL no-employee path points to a Workers Compensation Coverage Waiver from the Utah Labor Commission rather than a workers comp policy certificate.

If you use 1099 subcontractors

A 1099 label does not automatically decide the workers comp path. The actual working relationship may need review before you submit.

If you only need the GL certificate

General liability is still a separate DOPL requirement. The certificate should show the right insured name, limits, dates, and certificate holder.

Important distinction

Workers comp and general liability are not substitutes

A workers comp certificate or WCCW addresses the workers compensation document path. It does not replace contractor general liability insurance or the DOPL general liability certificate.
