Methodology

How does Redoubt check these listings?

Redoubt is an insurance agency, so it reads contractor certificates of insurance every day, including the general liability certificates Utah paving contractors prepare for DOPL and the additional insured certificates property managers and HOAs ask for before a paving job. That is the only reason this list exists. Each company was found through public search, its website was read on September 26, 2026, and the exact wording of its licensed-and-insured claim was recorded with a link, along with any license number the site displays. No company paid to be listed, and no company was ranked.

Left off: Twenty-three additional companies that came up in research were not listed. Two mention a license but never state that they are insured. Twelve make no licensing or insurance statement on the pages reviewed, including three large materials-and-paving companies. Four are referral, lead-generation, or template sites with no identifiable contractor behind them. Four had sites that had expired, did not resolve, or would not load on the review date. One is a sealer manufacturer and supplier rather than a contractor. Companies that later state both parts of the claim on a working site of their own, or that send a certificate, can be added.

How do you check an asphalt paving contractor's license and insurance in Utah?

“Licensed and insured” on a website is a claim. The DOPL license lookup and the certificate of insurance are the evidence. The lookup takes a minute; the certificate takes one email to request and about two minutes to read.

    Look the company up in DOPL’s license lookup.

    The license belongs to the business entity, so search the legal name on the estimate, not the crew's name or a brand, in the DOPL licensee search. Status should be Active and the classification should cover the work: S260, the asphalt and concrete classification, which names asphalt, overlays, sealing, and striping, or a general B100 or R100 license that already includes the S260 scope. A city business license is not the contractor license.

    Ask for a certificate of insurance and match the named insured to the licensed entity.

    Any insured company can get a COI from its insurance agency the same day. The legal name on it should match the DOPL record and the estimate. If the certificate names a company you do not recognize, ask how it relates to the crew that will pave, seal, or stripe your lot.

    Check the general liability limits and policy dates.

    DOPL requires contractors to carry general liability, so the certificate should show it. DOPL’s currently published minimum is $1,000,000 per occurrence, and the aggregate figure differs between DOPL’s webpages and its current application, so read the limits on the certificate rather than holding the contractor to a number from another site. The policy period should cover the paving dates, and the limit should be listed, not blank.

    Ask whether the company carries workers compensation or holds a DOPL workers comp waiver.

    Paving takes a crew, so a contractor with employees should show workers compensation on the certificate. A sealcoating or striping operator with no employees may instead hold a Utah Labor Commission waiver. See workers comp for contractors and the workers comp waiver for what each means.

    For a commercial property, HOA, or retail lot, ask to be named as additional insured.

    Property managers, HOAs, and retailers hiring a paver usually require a certificate that names them as additional insured. Being listed as certificate holder is not the same thing. Additional insured status comes from an endorsement on the paver's policy, not from a line typed onto the certificate, and status for work in progress and for completed work usually comes from separate endorsements.     Call the agency on the certificate to confirm coverage is in force.

    A COI is a snapshot. Policies can be cancelled after the certificate is issued, so the agency named on it is the only party that can confirm coverage is still in force.

What does a Salt Lake City asphalt paving contractor need to carry to be licensed and insured?

A Salt Lake City asphalt paving contractor holds a Utah DOPL contractor license issued to the business entity, usually S260 Asphalt and Concrete Contractor, which covers paving, sealcoating, and striping. DOPL’s contractor application asks for a general liability certificate naming DOPL as certificate holder, plus workers compensation evidence or a Utah Labor Commission coverage waiver for a business with no employees. Most paving companies also carry commercial auto and equipment coverage.

    Hold S260 in the business’s name.

    S260, the Asphalt and Concrete Contractor classification, covers paving, sealcoating, and striping; a B100 or R100 general license already includes that scope. DOPL issues the license to the business entity, not the crew or a brand, so the legal name on the estimate, the license, and the certificate should match. Utah’s small-job exemption is written around work on a building, so pure paving or lot maintenance may not fit it.

    Carry general liability at DOPL’s current limits.

    The contractor application asks for a general liability certificate naming DOPL as certificate holder and covering the licensed scope. Two current DOPL sources state different aggregate figures, $1 million per occurrence with either $2 million or $3 million aggregate, so confirm the figure with DOPL for your application path before binding. Make sure the named insured matches the licensed entity, since a name mismatch is a common rejection reason.

    Show workers compensation or a Labor Commission waiver.

    A paving company with employees carries workers compensation. An owner-only sealcoating or striping business may instead hold a Utah Workers Compensation Coverage Waiver from the Labor Commission, which runs one year and becomes invalid once the business hires. A 1099 label does not settle who counts as an employee. DOPL asks for the evidence at application and renewal.

    Insure paving equipment and trucks separately from general liability.

    General liability is built around injury to other people and damage to other property, not the cost of redoing your own pavement. It can respond when a milling machine strikes a buried utility line or sealer overspray lands on parked cars, subject to the policy form. Paving equipment is generally not covered by general liability and needs its own coverage, and trucks and trailers hauling equipment need commercial auto.

    Expect certificate requests from GCs, HOAs, and property managers.

    Salt Lake City general contractors, property managers, HOAs, and retailers hiring a paver usually want a certificate of insurance before the crew mobilizes, naming them as additional insured, setting minimum limits, and showing workers compensation or the waiver. Additional insured status comes from an endorsement on the policy, and ongoing and completed operations are usually separate endorsements. An agency can issue the certificate the same day once coverage is bound.

How does a paving contractor get listed as verified?

If your asphalt paving, sealcoating, or striping company serves Salt Lake County, send Redoubt a current certificate of insurance showing general liability and, if you have employees, workers compensation, plus the legal name your DOPL contractor license is issued under. Companies whose license shows Active in DOPL's lookup and whose documents check out are listed as verified with both dates. There is no fee.

Insured usually means it carries general liability and, if it has employees, workers compensation, often with commercial auto for its trucks and coverage for its paving equipment. A license does not guarantee quality or insurance. The DOPL lookup and a current certificate of insurance are the evidence.

Does a sealcoating or striping company need a DOPL contractor license?+

It is an S260 question. Utah’s S260 Asphalt and Concrete Contractor classification names sealing, coatings, sealant, chip seal, fog seal, and slurry seal, and it expressly includes painting or coating surfaces, including striping, directional markings, and other symbols or letters. Striping reads like painting, but the rule places pavement marking inside the asphalt and concrete classification. The separate question is whether an individual contract reaches the value at which licensing applies.

How do I check whether a Salt Lake City paving contractor is really licensed?+

Search the business name in Utah DOPL’s licensee search. The license belongs to the business entity, so search the legal name on the estimate, not the crew’s name or a brand. The result should show an Active contractor license in a classification that covers the work, such as S260, B100, or R100. A city business license is a different credential and does not replace the contractor license. Asking the company for its license number makes the search faster.

How do I check whether an asphalt paving contractor is really insured?+

Ask for a certificate of insurance, often called a COI, issued by the company’s insurance agency. It shows the insured’s legal name, the carrier, policy numbers, effective and expiration dates, and limits. Check that the named insured matches the licensed business, that the dates cover the paving job, and that general liability is listed. Property managers and HOAs usually also require additional insured status, which comes from an endorsement on the policy, not from a line typed onto the certificate.

Does a paving contractor’s insurance pay to redo a failed driveway or parking lot?+

Usually not the pavement itself. General liability is built around injury to other people and damage to other property, and most policies exclude the cost of redoing the contractor’s own work. It can respond when the work damages something else, such as a milling machine striking a buried utility line or sealer overspray on parked cars, subject to the policy’s terms. Get the paving company’s workmanship warranty in writing before the job starts.

Self-reported means the company’s own website states it is licensed and insured and Redoubt has not yet checked the business in DOPL’s license lookup or reviewed its certificate of insurance. Verified means Redoubt did both and recorded each date. A displayed license number is something the company published, not a Redoubt check. A verified label describes what the lookup and the documents showed on those dates and does not guarantee the license or policies are still in force today.

Does a one-person sealcoating or striping business in Utah need workers compensation?+

A one-person sealcoating or striping business with no employees does not necessarily need a workers compensation policy. The current DOPL contractor application accepts either a workers compensation certificate or a Workers Compensation Coverage Waiver from the Utah Labor Commission. The waiver is not insurance, runs one year, and becomes invalid once the business hires anyone; DOPL then needs written notice before that person works. The Labor Commission decides eligibility, and a 1099 helper does not settle it.

What does a Salt Lake City general contractor or property manager ask an asphalt paving subcontractor for on a certificate of insurance?+

A Salt Lake City general contractor, property manager, or HOA hiring an asphalt paving subcontractor usually asks for a certificate of insurance showing general liability at the minimum limits in the contract, workers compensation or a Labor Commission waiver, and the hiring party named as additional insured. Additional insured status comes from an endorsement on the paver’s policy, and ongoing and completed operations are usually separate endorsements. Umbrella limits are common on commercial projects.
