Methodology

How does Redoubt check these listings?

Redoubt is an insurance agency, so it reads contractor certificates of insurance every day, including the general liability certificates Utah general contractors prepare for DOPL and the subcontractor certificates they collect. That is the only reason this list exists. Each company was found through public search, its website was read on September 25, 2026, and the exact wording of its licensed-and-insured claim was recorded with a link, along with any license number the site displays. No company paid to be listed, and no company was ranked.

Self-reported

  • The company’s own website states it is licensed and insured.
  • Redoubt has not checked the business in DOPL’s license lookup and has not seen a certificate of insurance.
  • The listing records the claim, its source, the date it was read, and any license number the site displays.
  • Treat it as a starting point. Run the lookup and ask for the certificate yourself.

  • Redoubt found the business Active in DOPL’s license lookup, in a general contractor classification, under the listed name.

Left off: Eleven additional companies that came up in research were not listed. Three say they are licensed but never say they are insured, four have websites that make neither claim, one is a referral network rather than a contractor, two have no website of their own, and one describes its service area as Cache Valley rather than the Salt Lake area. Companies that later state both parts of the claim on their own site, or that send a certificate, can be added.

Before you sign

How do you check a general contractor's license and insurance in Utah?

“Licensed and insured” on a website is a claim. The DOPL license lookup and the certificate of insurance are the evidence. The lookup takes a minute; the certificate takes one email to request and about two minutes to read.

    Look the company up in DOPL’s license lookup.

    The license belongs to the business entity, so search the legal name on the estimate, not the owner's or the crew's name, in the DOPL licensee search. Status should be Active and the classification should cover the work: B100 general building or R100 residential and small commercial for most home projects. A city business license is not the contractor license, and a subcontractor's trade license does not cover the general contract.

  2. 2

    Ask for a certificate of insurance and match the named insured to the licensed entity.

    Any insured company can get a COI from its insurance agency the same day. The legal name on it should match the DOPL record and the contract. If the company operates under a trade name, the certificate should still name the legal entity you are signing with.

    Check the general liability limits and policy dates.

    DOPL requires contractors to carry general liability, so the certificate should show it. The current DOPL contractor application states $1,000,000 each incident and $3,000,000 total. The policy period should cover the whole build, not just the start date, and the limit should be listed, not blank.

    Ask whether the company carries workers compensation or holds a DOPL workers comp waiver.

    A general contractor with employees should show workers compensation on the certificate. An owner-only company may instead hold a Utah Labor Commission waiver. Either way, ask how the company checks its subcontractors' coverage, because an uninsured sub is the most common gap on a general contractor's job.     Call the agency on the certificate to confirm coverage is in force.

    A COI is a snapshot. Policies can be cancelled after the certificate is issued, so the agency named on it is the only party that can confirm coverage is still in force on the day work starts.

For general contractors

What does a Salt Lake City general contractor need to carry to be licensed and insured?

A Salt Lake City general contractor holds a Utah DOPL license in a general classification, usually B100 general building or R100 residential and small commercial, issued to the business entity. DOPL requires active general liability naming the Division as certificate holder, plus a workers compensation certificate or a Utah Labor Commission coverage waiver for a business with no employees. A GC also collects a certificate of insurance from every subcontractor before work starts.

    Hold a general classification in the business’s name.

    B100 general building, R100 residential and small commercial, and E100 general engineering are DOPL’s general classifications; B100 and R100 include most specialty scopes within their project limits. The license is issued to the business entity with a qualifier attached. General classifications carry the Utah Contractor Business and Law exam, two years of construction experience, and the 5-hour Business and Law course on top of the 25-hour pre-licensure course.

    Carry general liability at DOPL’s current limits.

    DOPL requires active general liability naming the Division as certificate holder, on a certificate whose named insured matches the licensed entity exactly, including DBA formatting. Two current DOPL sources state different aggregate limits, $1 million per occurrence with either $2 million or $3 million aggregate, so confirm the figure with DOPL for your application path rather than copying a number from any website, including this one.

    Show workers compensation or a waiver, and collect it from every sub.

    A general contractor with employees carries workers compensation; an owner-only GC may hold a Utah Workers Compensation Coverage Waiver from the Labor Commission, and DOPL asks for either document at application and renewal. Because a workers compensation auditor can reclassify uninsured subcontractor labor as the GC’s own payroll, collect a certificate or verified waiver from each sub before work starts and keep it with the subcontract for the audit.

    Check subcontractor endorsements, completed operations, and builders risk.

Does a general contractor’s insurance cover the subcontractors on my job?+

Not automatically. Each subcontractor usually carries its own general liability and workers compensation, and a careful general contractor collects a certificate from each one before work starts. If a sub is uninsured, an injury or damage claim can land on the general contractor’s policy or, in a dispute, on the property owner. Ask the general contractor how it verifies subcontractor certificates and whether its own workers compensation covers labor it hires directly. Do Utah general contractors have to be bonded?+

Not as a blanket condition of the DOPL license. DOPL’s contractor application can require a bond in specific situations, so check the current application materials rather than assuming. Some cities also require a bond for work in the public right of way. A license bond, where one exists, protects the state or the public rather than your project; it is not a performance bond. When a contractor’s website says bonded, ask which bond it holds, in what amount, and who it protects.

What does "self-reported" mean on this list?+

Self-reported means the company’s own website states it is licensed and insured and Redoubt has not yet checked the business in DOPL’s license lookup or reviewed its certificate of insurance. Verified means Redoubt did both and recorded each date. A displayed license number is something the company published, not a Redoubt check. A verified label describes what the lookup and the documents showed on those dates and does not guarantee the license or policies are still in force today.

Does a one-person general contracting business in Utah need workers compensation?+

A general contracting business with no employees can generally file a Utah Workers Compensation Coverage Waiver from the Labor Commission with DOPL instead of carrying a policy; the waiver runs one year and hiring anyone makes it invalid. A GC that subcontracts the labor still collects each sub’s workers compensation certificate or verified waiver, because an auditor can otherwise charge that labor as the GC’s payroll. A 1099 alone does not make someone a non-employee.

What does DOPL ask a Utah general contractor for when the license renews?+
